When I try to install on Ubuntu via terminal with the command sudo dpkg -i freeling-4.0.deb is returning me this message:

Dpkg: error while processing the file freeling-4.0.deb (--install):
Unable to access file: File or directory not found
Errors were encountered while processing:
Freeling-4.0.deb

Any tips on how to solve or just installing source packages?

If you get that error it means that dpkg can not find the file.
Make sure you are in the directory where the file is located and that you are using the right filename (e.g. the release is called "freeling-4.0-xenial-amd64.deb"... so you should be using this file name in the command...)

In any case it is easier to install the .deb packake with Ubuntu software center.
Just open "downloads" folder and double-click the package.
